These rules are established in accordance with Article 27 of the Tutoring and Continuing Education Act (hereinafter referred to as the Act).
Schools for advanced study above the diploma level shall adopt a credit system, whereby each semester of instruction totaling at least eighteen hours counts as one credit. Hours of instruction conducted through correspondence, broadcasting, television, or computer networks may be combined in the total.
The admission qualifications for new students in national junior high school tutoring schools and various levels of continuing education schools as stipulated in Article 13, Paragraph 1 of the Act are as follows:
- 1. National junior high school tutoring schools: Must be at least fifteen years old and have graduated from elementary school or passed the self-study proficiency examination or possess equivalent qualifications.
- 2. Various levels of continuing education schools: In accordance with relevant regulations of schools at the same level and of the same type.
New students at elementary school tutoring schools may be assigned to classes that correspond to their level of ability.
Each level of national tutoring schools and continuing education schools shall independently establish admission guidelines according to Paragraph 2 of Article 13 of the Act and report them to the relevant educational administrative authority for reference.
To enroll students transferring under Article 16 of the Act, each level of national tutoring schools and continuing education schools shall independently establish relevant regulations and report them to the relevant educational administrative authority for reference.
The academic affairs, student affairs (disciplinary), general affairs, and counseling work at each level of national tutoring schools and continuing education schools may be handled by personnel from the original school or by personnel employed in accordance with relevant hiring regulations.

Promotional education provided by schools above the diploma level as stipulated in Article 20 of the Act shall comply with the provisions of the University Act and the Junior College Act.
These rules shall take effect from the date of publication.
